1. Take a pot and mix water and milk in it and heat it.
2. Stir continuously till it starts boiling. Lower the heat.
3. Take nutella in spoon and keep stirring it in the boiled milk and water at low flame till it mixes properly. (This might take a while)
4. Now stir the the syrup.
5. Add whipped crean if you want.
