Step 2: Grease cookie sheets. Step 3: Mix flour and baking powder and oatmeal. Step 4: Cream together the butter and the sugar and add to mixture. Step 5: Stir in the milk until mixture forms a thick paste. Step 6: Knead dough on a floured surface until smooth. Step 7: Roll out dough into 1/8" thickness. Step 8: Cut into rounds about 2 1/2 inches in diameter with a cookie cutter. Step 9: Transfer to cookie sheets with a fork. Step 10: Bake until golden. Step 11: Set aside to cool.
