Melt the butter/margarine in a saucepan, add the flour and cook, stirring until sandy in colour.
Add the milk , whisking all the time. when the sauce is thick, add the salt and pepper.
Simmer the sauce on a medium heat stirring regularly for 5 minutes then take off the heat.
