Step 1: fry onion beef and carrot until brown stirring continuously.
Step 2: add remaining ingredients and stir well, leave to simmer for at least an hour or until most of the stock has disappeared.
Step 3: meanwhile boil potatoes in salted water until soft. mash with butter and milk and set aside.
Step 4: spoon into an ovenproof dish and top with mash potato.
Step 5: put in a hot oven or grill until brown.
